Peer reviews

The Davis Langdon Peer Review is a document commissioned by the Dunedin City Council to check and comment on the information supplied by the Carisbrook Stadium Trust regarding the proposal to build and operate a stadium at Awatea Street. It was submitted on the 10th of March 2008, seven days before the city council voted its conditional support to advance the project. Copies of it were attached to the city councillors’ briefing papers.

It includes:

  • An architectural review.
  • A business case review.
  • A construction and project costs review.
  • A risk assessment.
  • Comment on procurement.
  • Comment on the programme.
  • Comment on regulatory matters.
  • Comment on funding status.

It also has in its appendices:

  • A report from Creative Spaces, which is the architectural review.
  • A letter from Buddle Findlay, which is a statement about funding and sponsorships.
  • Letters from Rider Levett Bucknall, which are a cost management review.
  • A peer review report from Pricewaterhouse Coopers, which is a financial feasibility review.

It is a lengthy document and is presented as the four PDF files immediately below, and also as the files at the end of this page, items numbered 6,7,8 and 9. The document, with its component parts, is often referred to as the “Peer Reviews” and also as the “Peer Reports”.

The document refers to “exclusions” and is subject to deletions. The exclusions are things excluded from the reviewers’ scrutiny which they considered significant to determining the questions they had been commissioned to answer. In the absence of the excluded information they considered they could not arrive at answers to questions such as the project’s likely operating costs and revenues; the cost of building the facility at Awatea Street; or the overall cost of the project to the city, taking into account for example, necessary changes to the infrastructure such as the need to further divert SH88. The deletions are parts of the text removed, ostensibly for reasons of commercial sensitivity. The documents here are marked in places that there are deletions, leaving the impression councillors’ did not see those sections. Most of the deletions have subsequently been made public through Bev Butler’s applications to the Office of the Ombudsmen under the Public Information Act. They turned out to be things not legitimately excluded under the provisions of the act.

District plan changes

To facilitate the stadium project it is necessary to make changes to the Dunedin District Plan, a document with the force of law governing land uses, among other things.

In particular it is necessary to change the use of land in the Awatea Street area from industrial to allow its use for stadium and university purposes. This is the object of the proposed “Plan change 8″ which the city has notified.

It is also necessary to have the route of the proposed re-alignment of state highway 88 (the Dunedin to Port Chalmers highway), which is needed to divert the highway around the proposed stadium, given a designation for that purpose. This is the object of the “Notice of Requirement Harbour Arterial (DIS-2008-3)” which the city has also notified.

These are subject to public hearings and the documents concerning them are accessible immediately below.

Reports about the proposed Awatea St stadium

  • Relevant documents for the Awatea Street Stadium from The Dunedin City Council website (external link). Currently 21 documents. However there is no date beside the documents, which makes it difficult to know the relevance in advance.
  • DCC’s ‘Stadium Stance’ from the Annual Plan 08/09 PDF (PDF, 64KB). This three-page document is from the DCC’s Annual Plan 08/09 (pp. 10-12) and explains the Council’s current ’stance’ on the proposed stadium, the cost of the project, the rates you will be paying, who will own the stadium, and it also has the Council’s 17 March resolution - the ‘go ahead’ - with the ‘hoops’ the Carisbrook Stadium Trust have to jump through for the project to proceed. The risks are also stated while the actual funding mechanism is not. We shall post information about this important issue.

  • Download the Masterplan and Feasibility report. This link takes you to the Carisbrook Stadium Trust’s website. The report was issued to the DCC in February 2007 and was the basis for the DCC’s decision to support funding for investigations into a covered multi-purpose facility. This collection of documents (24 in all) includes the Horwath HTL report and, in particular, information about the various options that were considered if you missed the detail at the time.
